No date has been published. The EU withdrew its earlier target and now says it will announce the specific start date several months before launch. Anyone quoting you a firm date is repeating a press report, not an official announcement. EuroReady shows both, labelled separately, and updates when the official position changes.
90/180 is a rolling window: on any given day it looks back over the previous 180 days and counts the days you were inside the area. It is not 90 days per calendar year and it does not reset when you leave. Both your entry day and exit day count as days present, which is where most of the difference comes from.
Only trips inside the Schengen area within the last 180 days affect the count. Trips to Ireland and the United Kingdom do not, because they are outside the area — the app keeps them separate rather than quietly folding them into the total.
